Fortis Green Housing announced that construction of the first phase of its model village, Masaka Views Eco Estate, has reached 50% completion.
The announcement came March 23, 2026, during a showcase and property sales event for the development near Masaka Health Center in Kicukiro District.
The estate will feature 382 homes, including 302 apartments with one to three bedrooms, 51 family houses, and 33 townhouses, with a total project cost exceeding 36 billion Rwandan francs (about $25 million).
In the first phase, 171 homes are under construction, including 88 apartments for rent and 92 for sale. Apartments for sale, ranging from two- to four-bedroom units, will cost between 102 million and 212 million Rwandan francs ($70,000–$145,800).
Robert Bizimana, the project’s construction manager, said progress varies by housing type: “Overall, the first phase is 50% complete. Apartments are 30% done, townhouses 50%, and family houses 65%.”
Liza Haylett, Fortis Green Housing’s marketing manager, added that construction is on schedule and the estate is expected to be completed by the end of 2026. She noted that sales are being handled by GIA Property Talks.
Eric Nshimiyimana, GIA Property Talks director, said Masaka’s strategic location makes the development attractive. “People choose homes for several reasons. One of the main factors is proximity to essential services. Within 500 meters, Masaka Hospital will be operational,” he said.
The project is part of broader efforts to improve Kigali’s urban planning. The city plans to spend more than 251 billion Rwandan francs in the 2025/2026 fiscal year on infrastructure upgrades, including housing improvements and initiatives to enhance residents’ well-being in informal settlements.
