&lt;p&gt;In the first phase, 171 homes are under construction, including 88 apartments for rent and 92 for sale. Apartments for sale, ranging from two- to four-bedroom units, will cost between 102 million and 212 million Rwandan francs ($70,000&#8211;$145,800).&lt;/p&gt;
&lt;p&gt;Robert Bizimana, the project's construction manager, said progress varies by housing type: &#8220;Overall, the first phase is 50% complete. Apartments are 30% done, townhouses 50%, and family houses 65%.&#8221;&lt;/p&gt;
&lt;p&gt;Liza Haylett, Fortis Green Housing's marketing manager, added that construction is on schedule and the estate is expected to be completed by the end of 2026. She noted that sales are being handled by GIA Property Talks.&lt;/p&gt;
&lt;p&gt;Eric Nshimiyimana, GIA Property Talks director, said Masaka's strategic location makes the development attractive. &#8220;People choose homes for several reasons. One of the main factors is proximity to essential services. Within 500 meters, Masaka Hospital will be operational,&#8221; he said.&lt;/p&gt;
&lt;p&gt;The project is part of broader efforts to improve Kigali's urban planning. The city plans to spend more than 251 billion Rwandan francs in the 2025/2026 fiscal year on infrastructure upgrades, including housing improvements and initiatives to enhance residents' well-being in informal settlements.&lt;/p&gt;&lt;/div&gt;

Investors are encouraged through support such as access to infrastructure, a reduced 15% tax rate, assistance with land acquisition, and local sourcing of construction materials.&lt;/p&gt;
&lt;p&gt;A 2019 study showed that Kigali needs 310,000 housing units to accommodate 373,000 households between 2017 and 2032. Rwanda aims to build at least 150,000 units to meet its goal of housing 5.5 million people by 2050.&lt;/p&gt;
&lt;p&gt;Globally, an estimated 300 million new housing units are needed by 2030 to close the housing gap, particularly in regions such as Sub-Saharan Africa and South Asia &#8212; representing a market worth $17 trillion.&lt;/p&gt;
&lt;p&gt;Officials say the Kigali project is expected to improve urban living conditions while continuing the city's rapid development and modernization.&lt;/p&gt;&lt;/div&gt;

&lt;p&gt;Residents whose properties are affected will have two options: they can receive new homes within the development under a rehousing program or opt for financial compensation.&lt;/p&gt;
&lt;p&gt;The project is part of broader efforts by Rwanda to expand access to planned and affordable housing, particularly in the rapidly growing capital.&lt;/p&gt;
&lt;p&gt;In September 2023, Rwanda, through the Rwanda Housing Authority, also signed an agreement with Bauhaus International to develop affordable housing in Kigali.&lt;/p&gt;
