Rwanda’s Cabinet has appointed seasoned journalist Jean Maurice Uwera as Deputy Government Spokesperson, replacing Alain Mukuralinda, who died early last year in 2025.
Uwera brings more than 14 years of experience in journalism and mass communication, with a strong background in radio broadcasting. Government officials say his appointment reflects his deep understanding of Rwanda’s media landscape, public information needs and coordination with state institutions.
Since February 2025, Uwera has served as Executive Director of 93.9 SK FM, a Kigali-based radio station focused on business reporting and public-interest programming. In that role, he has overseen the station’s strategic vision and editorial direction.
Before joining SK FM, Uwera worked at the Rwanda Broadcasting Agency (RBA) from 2016, holding several senior positions. His roles included senior television news presenter at Rwanda Television (RTV) and director of Radio Magic FM.
Uwera began his journalism career in 2011 as a production manager at Flash FM & TV, after previously working in the hospitality industry. He holds a bachelor’s degree in Journalism and Communication from the Catholic Institute of Kabgayi.
In the same meeting, the Cabinet approved several other appointments, including officials in the Ministry of Education and members of the National Electoral Commission.
The Cabinet also endorsed the accreditation of new ambassadors representing their countries in Rwanda. Those include ambassadors from South Sudan and the United Arab Emirates, both based in Kigali. Also approved were the ambassadors of New Zealand, based in Addis Ababa, Ethiopia, and Namibia, based in Dar es Salaam, Tanzania.
Additionally, the Cabinet approved the appointment of the head of the United Nations Economic Commission for Africa (UNECA) office for the Eastern Africa region, headquartered in Kigali.
Cabinet members were also briefed on preparations for the National Consultative Forum, known as Umushyikirano, scheduled for Feb. 5–6, 2026.
The meeting further approved draft legislation, including a bill amending Law No. 018/2025 of June 30, 2025, governing the national budget for the 2025–26 fiscal year.
The session marked the Cabinet’s first meeting of the year and was chaired by President Paul Kagame.
