RRA Issues Record VAT Rewards to Consumers

Rwanda Revenue Authority (RRA) has awarded 1.33 billion Rwandan francs ($1.27 million) in Value Added Tax (VAT) rewards to 157,029 final consumers, marking the largest single payout since the program began.


The reward represents 10% of the VAT paid on electronic billing machine (EBM) invoices requested during October, November, and December 2025. Most recipients, 157,020 consumers, claimed rewards for invoices from the last quarter of the previous year, while nine others received 7.1 million francs for invoices from July, August, and September 2025.

The total amount distributed under the program has now surpassed 3.7 billion francs, benefiting more than 370,000 final consumers.

Jean Paulin Uwitonze, RRA’s deputy commissioner for taxpayer services and communication, said the program is designed to encourage tax compliance and contribute to national development. “The 157,029 consumers rewarded today contributed to collecting more than 13 billion francs in taxes, directly supporting Rwanda’s development,” he said.

The VAT reward program allows registered final consumers purchasing goods for personal use not for resale to receive a reward equal to 10% of the VAT shown on their invoice. To qualify, consumers must register with the RRA using a Rwandan phone number, a Mobile Money or bank account, and valid identification. Registration can be completed by dialing *800# on a mobile phone or via the MyRRA website.

Consumers must ensure that merchants include their registered phone number on EBM invoices. If a merchant refuses to issue an EBM invoice, consumers can report the merchant to the RRA, providing details such as the merchant’s name, TIN, location, purchase date, proof of payment, and items purchased. In such cases, consumers receive an additional reward equal to 50% of the penalty imposed on the merchant.

Since the program’s launch, more than 700,000 final consumers have registered, reflecting growing public participation in Rwanda’s VAT incentive scheme.
