Ambassador Lambert Dushimimana handed over his letters of credence to President Alar Karis on Tuesday, March 3, 2026, during a ceremony at the Presidential Palace in Tallinn.
Dushimimana, who is based in The Hague, also represents Rwanda in Lithuania and Latvia. His accreditation to Estonia expands his diplomatic responsibilities in the Baltic region.
Rwanda and Estonia share common interests, particularly in digital innovation and the use of technology in public administration. Both countries have prioritized technology-driven solutions to improve government services and accelerate development.
Bilateral relations have strengthened in recent years. In 2017, then-President Kersti Kaljulaid visited Rwanda on a working trip, becoming the first woman to lead Estonia. Karis has served as Estonia’s head of state since August 2021.
Estonia, located in northern Europe, covers about 45,336 square kilometers (17,504 square miles) and has a population of approximately 1.36 million, according to January 2026 data. The country is widely recognized as one of northern Europe’s most digitally advanced societies.
