Rwanda boosts agriculture, development in Rwf 7.8 trillion 2026-27 budget

Rwanda has set its national budget for the 2026-27 fiscal year at 7.796 trillion Rwandan francs ($5.5 billion), increasing spending on agriculture, infrastructure and other development priorities, the Finance Ministry said.


Finance and Economic Planning Minister Yusuf Murangwa said the budget reflects government efforts to sustain economic growth, strengthen domestic revenue collection and manage external pressures, including geopolitical tensions affecting global commodity prices.

Domestic revenue is expected to finance the largest share of spending at 5.274 trillion francs, including 4.429 trillion francs from taxes and 582.4 billion francs from non-tax revenue. External financing includes 548.3 billion francs in grants and 1.974 trillion francs in foreign borrowing.

Of total expenditure, 4.7885 trillion francs is allocated to recurrent spending, including government operations and salaries, while 3.0108 trillion francs will go to development projects and public investment.

Murangwa said agriculture remains a key priority, with increased funding for fertilizer access, irrigation and related support programs. Fertilizer subsidies were raised to 64 billion francs, up from 39 billion francs in the previous fiscal year.

He said the increase is intended to shield farmers from rising global fertilizer prices linked to geopolitical tensions and supply disruptions, while supporting food security.

The budget also maintains investment in infrastructure, education, health care and job creation as part of the government’s broader development strategy.

Murangwa said the fiscal plan is aimed at strengthening economic resilience and gradually reducing reliance on external financing.

The 2026-27 fiscal year begins in July 2026.
